(a) City Building Inspector. The City Building Inspector, acting in his official capacity as agent of the City, is hereby authorized to make lawful and reasonable inspections, examinations or observations of any Structure for the purpose of determining whether the same may be a Vacant Building.
(b) Inspection, Examination or Observation. The authorization of the City Building Inspector, set forth in subsection (a), shall be limited to inspection, examination or observation between 9:00 a.m. and 6:00 p.m. The City Building Inspector shall carry proper identification at all times when inspecting, examining or observing any Structure under the terms of this Article.
