(a) It shall be a violation of this Article for any Owner of a Vacant Building that is required to be registered under the terms of this Article to fail to register the Vacant Building.
(b) It shall be a violation of this Article for any new Owner of a Vacant Building that remains a Vacant Building to fail to register the Vacant Building under the terms of this Article within thirty (30) days of the change in ownership.
(c) Any failure of any Owner to register each Vacant Building shall constitute a separate violation of this Article and shall result in a fine against that Owner of not more than $1,000.00 per violation. Each and every 12 month period following the application of a fine under this Section shall be a separate violation of this Article and shall result in additional fines of not more than $1,000 per violation.
(d) The City Building Inspector shall be responsible for assessing all fines, according the requirements and procedures of this Article.
