(a) The operation of one-person low-speed motorized vehicles designed for, and utilized by, handicapped persons, shall be permitted in all park areas that are paved, or are designated for pedestrians.
(b) The operation and parking of service vehicles of the City, and such other vehicles as are necessary or convenient for maintenance and operation of the park, shall be permitted throughout the park.
