(a) The operation of motorized vehicles in Wine Cellars Park shall be permitted only upon such public highways and streets as are located within the boundaries of the park, and upon designated public parking lots located within the park. In all other areas of the park, the operation of motor vehicles shall be prohibited, except as hereinafter permitted.
(b) Parking in Wine Cellars Park shall be permitted only in designated public parking lots. In all other areas within the park boundary, parking of motor vehicles shall be prohibited, except as specified below.
(c) In park areas where operation of motor vehicles is permitted, the operation of vehicles in such a manner as to create a nuisance i.e., prolonged unnecessary noise, prolonged movement of vehicles on designated parking lots, or obstructions to other vehicles or person shall be prohibited.
