(A) It shall be the intent of this chapter to promote and enhance the aesthetic appearance of the town; to protect the property values throughout the town; and to promote tourism and the opportunities for economic development of the town.
(B) It is further the intent of this chapter to promote and enhance the attractiveness of the town thoroughfares and residential streets, which present public visibility to visitors and to passers by of the town by controlling and regulating abandoned, junked and nuisance vehicles.
