Culverts to be placed in the county roads, rights of way and easements shall meet the specifications set forth by the road department for such culverts. The county shall provide those culverts necessary in the design of new road improvement or construction to allow the passage of natural runoffs or irrigation streams across said road. Any culvert to be placed in the county road right of way, other than those necessary in the design and construction of said road, shall be allowed upon proper application to the road department as set forth in section 6-1-7 of this chapter, and the expense of such culvert installation shall be borne by the applicant. The applicant shall also be responsible for proper maintenance of said culvert for a period of two (2) years from the date of installation. At the expiration of the two (2) years, and if said culvert still meets county specifications, the county shall assume responsibility for maintenance of said culvert. (1998 Code § 12.04.060)
