§ 152.041 CONSTRUCTION OF BUILDINGS.
   (A)   Construction of buildings shall not be permitted until all improvements leading to that lot are completed and accepted by the municipality. Exceptions to this section may be granted solely at the discretion of the Manager.
   (B)   The request shall include review by the Village Engineer and the Chairman of the Public Service Committee.
