For a subdivision within the municipality the subdivider shall pay to the municipality an amount equal to 5% of the estimated costs of the improvements. Such fee is for plan reviews, construction inspections, legal services and administrative expenses incidental to such improvement. This fee shall be paid by the subdivider prior to the start of any construction and before obtaining the required signatures on the final plat.
