No person, firm, association or corporation shall commence to drill a well for oil or gas within the municipal limits until such time as the person, firm, association or corporation has wholly complied with all provisions in this chapter and permission has been granted to the person, firm, association, or corporation by a drilling license as hereinafter provided, which license shall expire 90 days after the date of issuance.
