No person, firm, organization, corporation, or agency whether for profit or nonprofit shall operate a child day-care center within the municipality after the effective date of this section without first obtaining a license. Such license shall be applied for through the Manager pursuant to Chapter 701. The Manager or his agent shall inspect the property to determine if it complies with the provisions set forth herein.
