§ 112.28 AUTHORITY OF CITY MANAGER.
   The City Manager is authorized and empowered to establish, adopt and enforce or cause to be enforced, such rules and regulations governing the licenses required under this chapter as the City Manager may deem reasonable and necessary and which are not inconsistent with the provisions of this subchapter.
