(A) No owner or occupant of abutting lands shall fail to keep the sidewalks free from snow, ice or any nuisance.
(B) The city, to the best of its ability, shall be responsible for the repair or replacement of the sidewalk, curbs or gutters except when the City Manager determines damage to the sidewalk, curbs or gutters is caused by the owner or occupant of abutting lands. In such cases, the owner or occupant shall be responsible for said sidewalk, curb or gutter repair or replacement. In all cases, the city shall determine when such repair or replacement is necessary.
