If any of the charges for false police or fire alarms imposed herein are not paid upon receipt of the invoice for same, or within 30 days thereafter, such charges shall be certified by the City Manager or his designee to the Auditor of either Franklin, Union or Delaware Counties, wherein the property the subject of the false alarm is located, to be included upon the tax duplicate for such property and thereafter collected in the manner provided by law.
