§ 33.65 RESPONSIBILITIES OF SUPERVISORS AND DEPARTMENT HEADS.
   (A)   It is the responsibility of all employee supervisors and department heads to see that this chapter and all other personnel guidelines and administrative orders and policies are enforced and administered fairly and equitably among all their employees.
   (B)   It shall be the responsibility of each department head to maintain control and discipline in their respective department. This responsibility involves dealing promptly with violations of this chapter, city ordinances, the Charter, administrative orders of the City Manager, and federal and state laws. Each department head is also charged with enforcing and monitoring such matters as punctuality, time worked, and the like. When a violation occurs, the department head is responsible for initiating appropriate disciplinary action in a timely manner.
   (C)   Department heads are authorized and encouraged to frame and promulgate written departmental rules. Such rules should be organized and distributed to all affected employees and a copy kept in the department head's office for reference. All such rules shall be supplemental to this chapter, and shall not conflict with or supersede the administrative orders of the City Manager, this chapter, the Charter, the U.S. and Ohio Constitution, or Federal, State or local laws to the contrary. All departmental rules shall be subject to approval, review, amendment and revocation by the City Manager.
