§ 33.21 DEVELOPMENT OF THE CLASSIFICATION PLAN.
   The City Manager shall prepare and maintain a position classification plan or “Classification Plan” which shall provide a complete inventory of all positions in the classified service. The position classification plan shall be based upon an analysis of the duties and responsibilities of a position, to the end that all positions in the same classification shall be sufficiently alike to permit the use of: a single descriptive title; the same training; educational and experience qualifications; the same tests of competence and the same pay range. A classification may contain one or more positions as determined by the City Manager.
