The Director of Human Resources shall prepare, in consultation with and with the approval of the City Manager, such amendments to this chapter as may be deemed desirable. Such amendments shall be reported to Council. Unless amended or disapproved by resolution of Council within 30 days after such report or found to be contrary to the Charter, they shall become effective. It shall be the responsibility of the department/division heads to familiarize all employees within their department/division of amendments to this chapter.
