Given that the purpose of this chapter is not to restrict the rights of any employee, but is to define these rights, protect the rights of all and insure cooperation, it shall be the responsibility of each employee to become familiar with the contents and meanings of the provisions of this chapter. Therefore, a copy of this chapter shall be given to each employee and a copy shall be available in each department for review and reference. If there are questions as to the meaning of this chapter or any of its provisions, inquiry shall be made orally to the employee's department head. If the question or inquiry remains unresolved, the employee may then direct a written inquiry to the Director of Human Resources. The Director of Human Resources shall issue a written reply to such an inquiry memo.
