§ 33.03 BASIS OF HUMAN RESOURCES MANAGEMENT SYSTEM.
   The basis of the Human Resource Management System established by this chapter shall be the factors of "merit" and "fitness" in accord with the provisions of Article VI, Section 6.06(a) of the Charter. These factors shall be ascertained, as far as practicable, by competitive examinations, and by reference to employee service evaluations where applicable.
