The rules and regulations set out in § 96.01 above apply to all persons using the public parks in Grant County within the city limits of Dry Ridge with the following exceptions:
(A) The city police or any other police force or agency acting pursuant to police activity.
(B) The city maintenance workers acting in the scope of their employment.
(C) All persons acting pursuant to an emergency.
(D) Any other persons granted specific permission from the city through one of its representatives to act in a certain manner which conflicts with the rules and regulations set out in § 96.01 above.
