(A) A person who has made a portion of a public street or highway dangerous shall erect and maintain around the dangerous portion of the street or highway a good and sufficient barrier, warning signs and lights as long as the danger continues.
(B) All barricades, warning signs, lights and other devices shall comply with the manual of the Traffic Engineering Division.
