(A) No person owning or occupying any property within city limits shall allow a condition to exist upon the property that attracts rats or mice, gives rats or mice access to food or creates shelter accessible for rats or mice.
(B) Such prohibited conditions shall include, but are not limited to, the following:
(1) Keeping of any animal so that feces, refuse, food or shelter associated with the keeping of the animal affords food or shelter to rats or mice; and/or
(2) Allowing any accumulation of rubbish, trash, junk or other materials that by reason of its decayed or unused condition affords shelter to rats or mice.
