Contractors performing work directly for the Village on a regularly awarded contract shall be exempt from the provisions of Sections 905.02 and 905.04. Public utility companies may be exempted from the provisions of Sections 905.04(a)(3) and (a)(4) relating to the filing of bonds and liability insurance certificates provided said public utility companies provide a letter agreeing to restore all disturbed areas to their prior condition and to assume liability and to hold the Village harmless from any and all claims and expense from any accidents or property damage arising from the work performed within the public right of way.
