339.02 USE OF LOCAL STREETS AND TRUCK ROUTES.
   (a)   No person shall operate a truck, trailer or semi-trailer, except one and one-half ton or smaller pickup trucks and panel trucks, upon any street in the City except as set forth in subsections DCO 339.02 and as additionally permitted or allowed pursuant to DCO 305.04.
   (b)   Except as otherwise provided in DCO 339.02 and by direction permitted in DCO 305.04, operators of such vehicles not intending to pickup or discharge cargo within the City or travel to or from a truck terminal or office within the City, shall follow designated truck routes through the City. To the degree that this section limits truck or HAZMAT truck usage on state routes or City streets, the safety director shall cause signs to be placed to direct said traffic on lawful routes as designated herein. To facilitate knowledge concerning these routes the City may endeavor to publish these routes electronically or on the web.
   (c)   In order to reduce the amount of truck traffic (I 77 Exit 83) on Tuscarawas Avenue (SR 211) South of West Slingluff and through to Third Street, operators shall be permitted, and a new HAZMAT/truck route (SR 211) bypass (bypass) shall be created:
South on SR 39 (Commercial Parkway) to West Third Street then,
East on West Third Street to Tuscarawas Avenue (SR 211), then
South on Tuscarawas Avenue (SR 211) to Front Street (SR 211)
 
   This HAZMAT route is necessary for the health, safety, and welfare and recognize that Tuscarawas Avenue between Slingluff and Third Street are densely populated and where two schools and a church are located with heavy pedestrian traffic.
   (d)   The HAZMAT/ Truck route bypass from I 77 (Exit 85) and the areas north of Ohio Avenue are:
East on West Ohio Avenue to North Wooster Avenue then,
North on North Wooster Avenue to Dover City limits.
   (e)   Operators of such vehicles intending to pickup or discharge cargo within the City or to travel to or from a truck terminal or office within the City, shall enter the City on designated truck routes, except as modified herein, or truck routes designated as such by the Director of Public Safety pursuant to DCO 305.04.
   (f)   If after entering the City upon a designated truck or HAZMAT route designated in this section DCO 339.02 , the operator of any such vehicles must deliver or pickup cargo within the City or travel to or from a truck terminal or office within the City, which location is off of the designated truck or HAZMAT route, then such operator shall be permitted to leave the designated truck or HAZMAT route within the City and travel by the most direct route to the place of delivery, pickup or storage within the City. The operator shall thereafter return by the most direct route to a truck or HAZMAT route within the City and shall use such truck or HAZMAT route to leave the City.
Approved TRUCK DELIVERY routes:
      (1)   I-77 Exit 83 (Deliveries to Central and South Dover) are:
Tuscarawas Avenue (SR 211) from Davis Street south to corporation line. (Ingress and Egress)
Davis Street north to east on15th Street to Oak Street. (Ingress and Egress)
Tuscarawas Avenue to West Slingluff Avenue to East Slingluff Avenue. (Ingress and Egress) Tuscarawas Avenue to West Slingluff Avenue to North Wooster Avenue. (North Only)
South Wooster deliveries must use truck bypass (SR211 Bypass) to South Wooster Avenue. (SR 800) (Ingress and Egress)
      (2)   I-77 Exit 85 (Deliveries to North Dover) are:
West Ohio Avenue to east corporation line. (Ingress and Egress)
West Ohio Avenue to north on North Wooster Avenue to corporation line.
      (3)   North Wooster Avenue between Ohio Avenue and Slingluff Avenue may be used for delivery only. North Wooster Avenue between Slingluff and Front Street may be used for delivery only. No thru truck traffic permitted on North Wooster Avenue between Slingluff Avenue and Front Street.
      (4)   These truck delivery routes are densely populated and are accessible off these designated delivery routes.
   (g)   The Director of Public Safety shall cause signs to be posted, designating the truck and HAZMAT routes within the City and shall indicate the location of all turns upon such routes. If a pickup or discharge location cannot be accessed by these designated routes, the Safety Director shall be allowed to permit access by posting other routes and then notifying Council of the need for another amendment to allow appropriate access under this section.
   (h)   The Director of Public Safety shall cause signs, as provided in DCO 305.04, prohibiting trucks and HAZMAT trucks except as permitted by ordinance at traffic light intersections or traffic intersections where a lawfully designated truck or HAZMAT route as designated herein is permitted. Such sign shall be erected in either direction of travel from the lawfully designated truck route or designated truck or HAZMAT truck route, and also designating the non-truck route. The intent of this section is to place such signs as needed within the City pursuant to DCO 305.04.
   (i)   Except as provided in subsection (c) and (d), the Director of Public Safety shall further cause the aforementioned signs to be erected where needed to enforce this ordinance and at the intersection of North Wooster Avenue and Slingluff in a northbound direction and at the Parral-Dover corporation line on North Wooster Avenue in a southbound direction. If determined appropriate under DCO 305.04 by the safety director, other signs may be installed and such signs may also, in language to be determined by the Director of Public Safety, permit truck travel as access to and from the County Road 80 Business District and also at the intersection of Ohio Avenue and North Wooster in a southbound direction (additional signs), if necessary to allow access that may not otherwise be specifically provided in this section.
