1311.04 SPECIAL REGISTRATION; SCOPE, APPLICATION, FEE AND BOARD.
   (a)   Any person, firm or corporation who engages in the installation of heating, air conditioning or refrigeration units and equipment or dealers and installers of appliances shall not be required to hold either Registration Type No. 1 or Registration Type No. 2 but shall be the holder of a special registration to be issued by the Director of Public Service upon proper application, as hereinafter set forth.
                  
   (b)   The National Electric Code, Plumbing Code, National Building Code and all State Building Codes and amendments shall apply to special registration holders in the specific area of material and installation practices. No special registration holder is permitted to go beyond the energy source or to tap a sewer line. Each registration holder can work only in his particular field, unless qualified to work at any of the other trades of air conditioning, refrigeration, heating and appliances, and which will be so noted on the registration.
   (c)   Any person, firm or corporation performing work as a heating, air conditioning or refrigeration contractor or as a dealer and installer of appliances at the time this section is enacted (October 16, 1967) shall be entitled to a special registration upon payment of the proper registration fee, provided that the person, firm or corporation registers with the section within thirty days after its enactment.
   (d)   Before a special Contractor's registration is issued, the applicant shall be required to pay an annual fee of fifty dollars ($50.00) and to post a bond as provided in Section 1311.05 (i). Registrations issued after April 1 of each year shall require a fee of three-fourths the annual fee; after July 1 of each year, one-half the annual fee, and after October 1 of each year, one-fourth the annual fee. Such registration may be renewed each year upon the payment of the annual fee of fifty dollars ($50.00) payable on or before January 15 of each year, together with the posting of a new bond as required in Section 1311.05(i).
   (e)    A journeyman in the field covered by the special registration shall pay an annual fee of ten dollars ($10.00) for each year all without proration of the fee.
   (f)   Certificate Fees. The certificate fee for the installation of the equipment under a special registration (HVAC) for new construction only is:
