929.04 BILLING; ADDITIONAL RULES.
   (a)   The above stated charges for garbage and refuse service shall be billed together with the charges for water and sewer charges by the Utilities Department of the City to each dwelling, commercial and institutional establishment receiving such service. Where no water and sewer charges have been established for a dwelling or commercial or institutional establishment, then the Utility Billing Office shall establish a separate account for each dwelling or commercial or institutional establishment receiving garbage and rubbish collection service. The moneys received from such collection shall be deposited in the General Fund and appropriated therefrom for the purpose of garbage and refuse collection service.
   (b)   The collection of such rates shall be made by the Utility Department at City Hall or by agents heretofore designated pursuant to Sections 925.07 through 925.13 at the places established therein.
   (c)   The Utility Department shall impose a five percent (5%) penalty upon all accounts which are not paid when due. Such penalty, if not paid with the bill, shall be placed upon the next regular bill for such account.
   (d)   The Director of Public Service may promulgate such additional rules and regulations regarding the collection and payment of such accounts as may be necessary for the adequate supervision of the collection. All rules and regulations relating to the exemptions granted pursuant to Section 929.05 shall be submitted to Council before November 1 of each year and shall not take effect for the following year until approved by Council.
