721.04 ISSUANCE OF LICENSE AND REGISTRATION STICKER.

   Upon the filing of the application and the payment of the fee required by Section 721.05, the Mayor shall issue a license to the applicant. The license shall entitle the licensee to maintain and operate on the premises set forth and described in the application, the device described in the application, subject to the terms and conditions of other provisions of this chapter applicable thereto, and also subject to such rules as may be promulgated under Section 721.09.

   At the time of issuing the license, the Mayor shall issue to the licensee a registration tag, plate or sticker for the device described in the application, and before the device shall be operated within the confines of the City, the registration tag, plate or sticker shall be affixed by the owner thereof in a conspicuous place thereon.
