517.05 UNGUARDED MANHOLES.

No person shall work in a manhole within the City nor shall any person, firm or corporation direct or allow another under his supervision to work in a manhole without first having a person act as a guard at the entrance to such manhole. Such guard shall remain at such entrance at all times while work is being done in such manhole.
