The City Council shall have the power to establish, by resolution of the City Council, fees to adequately reimburse the city for conducting certain business pursuant to the ordinances of the city, including, but not limited to: special meetings of the Council or City Planning Commission, hearings by the Zoning Board of Appeals, planned unit development applications, rezoning applications, site plan review, special use permits, building permits, and garbage and refuse permits.
