The City Council hereby determines that it is necessary for the best interests of the public to create a public body corporate, for the purpose of correcting and preventing deterioration in the water resources of Kalamazoo Lake; increase property valuation where possible in the water resource improvement district, and promote economic growth, pursuant to Act 94 of Public acts of Michigan, 2008, as amended.
