§ 135.16  SALE TO AND USE BY MINORS.
   No person, firm, copartnership, corporation, group, or association shall sell, give, or furnish to any person under the age of 18 years, and no person under the age of 18 years shall acquire, obtain, purchase, possess, or use, any fireworks, except for:
   (A)   Flat paper caps containing not more than 0.25 a grain of explosive content per cap, and in packages labeled to indicate the maximum explosive content per cap;
   (B)   Sparklers containing not more than 0.0125 pounds of burning portion per sparkler;
   (C)   Flitter sparklers and paper tubes not exceeding 1/8 inch in diameter; and
   (D)   Toy snakes not containing mercury, if packed in cardboard boxes with not more than 12 pieces per box for retail sale, and if the manufacturer’s name and the quantity contained in each box is printed thereon.
