The City Council may, in its discretion, waive the 60-day application period required in § 111.04(A), provided the applicant shows the following:
(A) Good cause is shown by the applicant to waive the 60-day application requirement, including a showing of hardship or practical difficulty in complying with the 60-day application period set forth in § 111.04(A);
(B) All necessary supporting data and reports of governmental officials, as required in § 111.04(C) can be obtained in less than 60 days; and
(C) A waiver of the 60-day period will not be detrimental to the City Council in passing upon the application, or in fulfilling the intent and purposes of this subchapter.
