It shall be the duty of every person riding on a bicycle, motorcycle, or other vehicle, when meeting, overtaking, or passing any other person or vehicle, to keep to the right and in all respects to obey the laws of the road. No person shall ride, drive, or propel any bicycle or motorcycle in, upon, or through the streets of the city, at an unreasonable rate of speed, and in no event at a faster rate than 15 mph.
