Every bicycle or motorcycle used upon any of the public streets during a period of one hour after sunset to one hour before sunrise, shall display one headlight or headlamp, the light to be placed on front of the bicycle or motorcycle so that it shall be visible 100 feet in the direction in which it is proceeding.
