No person shall ride, use, or propel any bicycle or motorcycle on any of the streets of the city, unless the bicycle or motorcycle has attached to it a bicycle or motorcycle bell or gong, which bell shall be rung on approaching any crosswalk and before entering upon any cross street in the city, if at the time of approaching the cross street or crosswalk, one or more persons are standing, walking, riding, or moving upon the sidewalk of the street crossings.
