§ 52.105  SPILL PREVENTION PLAN.
   (A)   Industrial users determined to be storing toxic or hazardous wastes or other pollutants in quantities that when spilled could adversely impact the wastewater treatment plant will be required to develop a spill prevention plan.  The spill prevention plan shall include:
      (1)   A description of any facilities to be constructed to prevent a spill from reaching the sewage collection system;
      (2)   A description of procedures to be used in the event of a spill, including instructions for notifying the manager of the authority or his or her representative, and a description of emergency clean-up procedures; and
      (3)   A description of the type of surveillance the industrial user intends to employ in order to detect and prevent pollutant discharges.
   (B)   The completed spill prevention plan shall be submitted to the Authority for approval.  The access to the property of industrial users, for spill containment inspection, shall be granted to municipal, state, and federal agents during normal business hours.
