Industrial discharge permit shall include the conditions as are reasonably deemed necessary by the manager of the KLSWA wastewater plant to prevent pass through or interference, protect water quality in the Kalamazoo River, protect worker health and safety, facilitate sludge management and disposal, protect ambient air quality, and protect against damage to the POTW and the KLSWA collection system. Permits shall contain, but shall not necessarily be limited to, the elements contained in § 52.031.
