The Kalamazoo Lake Water and Sewer Authority shall operate and maintain the system under the general supervision and control of the County Department of Public Works, subject to the terms of the contract dated 8-5-1977, between the county, the Cities of Saugatuck and Douglas, and the Authority. Pursuant to the terms of the contract, the city has retained the exclusive right to establish, maintain, and collect rates and charges for sewer collection and disposal service. In that capacity, the City Council may employ the persons, including the Authority, in the capacities as it deems advisable and necessary to ensure the efficient establishment, maintenance and collection of the rates and charges.
