The Downtown Development Authority of the City of the Village of Douglas shall have all the powers and duties prescribed by Public Act 197 of 1975, being M.C.L.A. §§ 125.1651 to 125.1680, including, but not limited to, implementing development plans; acquiring and disposing of interests in real and personal property; levying ad valorem tax, not to exceed two mills, on real and personal property in the Downtown Development District; issuing bonds and other evidence of indebtedness and authorizing the use of tax increment financing, all of the powers as are more fully delineated in Public Act 197 of 1975, being M.C.L.A. §§ 125.1651 to 125.1680, as amended, in order to fulfill the purposes of Public Act 197 of 1975, being M.C.L.A. §§ 125.1651 to 125.1680, as amended, and the economic growth of the City of the Village of Douglas Downtown Development District. The enumeration of a power herein or in Public Act 197 of 1975, being M.C.L.A. §§ 125.1651 to 125.1680, as amended, shall not be construed as a limitation on the general powers of the Downtown Development Authority of the City of the Village of Douglas. The Downtown District in which the Downtown Development Authority of the City of the Village of Douglas shall exercise its powers shall consist of the property in the city described on Appendix A at the end of this chapter, subject to the changes as may hereinafter be made pursuant to this subchapter and Public Act 197 of 1975, being M.C.L.A. §§ 125.1651 to 125.1680, as amended.
