§ 31.21  DEALING WITH EMPLOYEES.
   Neither the Council nor the City President shall attempt to influence the employment of any person by the City Manager or in any way interfere in the management of departments under the jurisdiction of the Manager.  The President and Council and its members shall deal with departments under the jurisdiction of the City Manager through the Manager, except in the case of a formal inquiry.
