The city council shall have the authority to promulgate orders, rules and regulations upon the advice of the ESDA coordinator for the purpose of emergency management and in times of disaster, so long as such orders, rules and regulations are not inconsistent with and permissible under the state emergency operations plan, programs, orders, rules and regulations of the Illinois emergency management agency and/or the governor, or the act.
The ESDA shall execute and enforce such orders, rules and regulations as may be made by the governor under the authority of the act. The ESDA shall have available for inspection at its office all orders, rules and regulations made by the governor, or under the governor's authority and which have been provided by the Illinois emergency management agency.
