The city council shall have control of the expenditures of all monies collected, levied or donated to the credit of the Dixon Airport fund, subject to the recommendation of the airport board. All monies received for the Dixon Airport shall be deposited in the treasury of the city to the credit of the Dixon Airport, and the treasurer shall keep the funds separate and apart from any other monies of the city. The treasurer may draw upon the Dixon Airport fund solely for properly authorized expenditures by the city council or by the city manager in accordance with the city's procurement policy.
