The airport board shall, from its members, elect a president and a secretary, and shall make and adopt such rules, bylaws and regulations for their own guidance and action as may to them seem expedient and not inconsistent with the best interests of the Dixon Airport, and which shall not be in conflict with any of the provisions of this code or other laws and policies of the city.
