Police officers shall wear a uniform and a badge at all times when on duty. The uniform shall be furnished by the police department. The badge shall be furnished by the city.
In addition to the compensation established by the city, each member of the police department shall be paid the sum of one hundred dollars ($100.00) annually as an allowance toward the purchase of necessary uniforms. Such allowance shall be paid to him in semiannual installments of fifty dollars ($50.00) each, the first of which payments shall be made at the beginning of the city's fiscal year and the second at the beginning of the second one-half (1/2) of the fiscal year.
