The chief of the fire department shall have the power and authority, whenever the safety of the public or of property in the city is endangered by fire, or other casualty, to cause to be disconnected temporarily, or for such period of time as is in his judgment necessary for public safety, any and all electric wires and all water pipes and connecting private property with the public water supply system in the city.
