7-11-2: AMENDMENTS TO CODE:
The ICC international existing building code/2015 is amended to read as follows:
   (A)   Section 101.1 is amended to read as follows:
      101.1 Title. These regulations shall be known as the Existing Building Code Of Dixon, State Of Illinois, hereinafter referred to as "this code".
   (B)   Section 103 Department Of Building Safety, is deleted in its entirety.
   (C)   Section 105.2 Work Exempt From Permit, of the international existing building code of the city of Dixon is amended to read as follows:
      105.2 Work Exempt From Permit. Exemptions from permit requirements of this code shall not be deemed to grant authorization for any work to be done in any manner in violation of the provisions of this code or any other laws or ordinances of this jurisdiction. Permits shall not be required for the following:
      Building:
      1.   Painting, papering, tiling, carpeting, cabinets, counter tops and similar finish work.
      2.   Temporary motion picture, television and theater stage sets and scenery.
      3.   Prefabricated swimming pools accessory to a group R-3 occupancy, as applicable in section 101.2, which are less than 24 inches (610 mm) deep, do not exceed 5,000 gallons (18 925 l) and are installed entirely above ground.
      4.   Shade cloth structures constructed for nursery or agricultural purposes and not including service systems.
      5.   Swings and other playground equipment accessory to detached one- and two-family dwellings.
      6.   Window awnings supported by an exterior wall which do not project more than 54 inches (1372 mm) from the exterior wall and do not require additional support of group R-3, as applicable in section 101.2, and group U occupancies.
      7.   Movable cases, counters and partitions not over 5 feet 9 inches (1753 mm) in height.
      The remainder of section 105.2 shall remain unchanged.
   (D)   Section 109.3 is amended to read as follows:
      109.3 Required Inspections. The code official, upon notification, may make the inspections set forth in sections 109.3.1 through 110.3.9. Where the words "shall make" or "shall be made" appear in sections 109.3.1 through 109.3.9 they shall mean "may make or may be made".
   (E)   Chapter 1, section 113.4 Violation Penalties, of the international existing building code of the city of Dixon is amended to read as follows:
      113.4 Violation Penalties. Any person who shall violate a provision of this code or shall fail to comply with any of the requirements thereof or who shall erect, construct, alter or repair a building or structure in violation of an approved plan or directive of the building official, or of a permit or certificate issued under the provisions of this code, shall be guilty of a class B misdemeanor, punishable by a fine of not less than $100.00 and no more than $750.00. Each day that a violation continues after due notice shall be deemed a separate offense.
   (F)   Section 410 is deleted in its entirety and replaced with the following:

      Accessibility
      410.1 General. Accessibility for existing buildings shall comply with the applicable provisions of the Illinois accessibility code.
   (G)   Section 705 is deleted and replaced with the following:

      Accessibility
      705.1 General. A building, facility or element that is altered shall comply with the applicable provisions of the Illinois accessibility code.
   (H)   Section 806 is deleted and replaced with the following:

      Accessibility
      806.1 General. A building, facility or element that is altered shall comply with the applicable provisions of the Illinois accessibility code.
   (I)   Section 906 is deleted and replaced with the following:

      Accessibility
      906.1 General. A building, facility or element that is altered shall comply with the applicable provisions of the Illinois accessibility code.
   (J)   Section 1012.8 is deleted and replaced with the following:
      1012.8 Accessibility. A building, facility or element that is undergoing a change of occupancy shall comply with the applicable provisions of the Illinois accessibility code.
   (K)   Section 1105 is deleted and replaced with the following:

      Accessibility
      1105.1 General. Additions shall comply with the applicable provisions of the Illinois accessibility code.
   (L)   Section 1204 is deleted and replaced with the following:
      Section 1204
      Accessibility
      1204.1 General. A building, facility or element that is altered shall comply with the applicable provisions of the Illinois accessibility code.
   (M)   Section 1205.15 is deleted and replaced with the following:
      1205.15 Accessibility. A building, facility or element that is undergoing a change of occupancy shall comply with the applicable provisions of the Illinois accessibility code.
   (N)   1401.2 is amended as follows:
      1401.2 Applicability. Structures existing prior to 1985, (rest of section remains unchanged).
