7-7-2: AMENDMENTS TO CODE:
   (A)   Chapter 1, section 101.1 Title, of the property maintenance code of the city of Dixon shall be amended to read as follows:
      101.1 Title. These regulations shall be known as the Property Maintenance Code Of The City Of Dixon, hereinafter referred to as "this code."
   (B)   Chapter 1, section 102.3 Application Of Other Codes, of the property maintenance code of the city of Dixon shall be amended to read as follows:
      102.3 Application Of Other Codes. Repairs, additions or alterations to a structure, or changes of occupancy, shall be done in accordance with the procedures and provisions of title 7 of the city code, or such other applicable title, chapter or section of the city code.
   (C)   Chapter 1, section 102.7.1 Plumbing Code, of the property maintenance code of the city of Dixon shall be added to read as follows:
      102.7.1 Plumbing Code. All references to the international plumbing code in this code shall be deemed to mean the most recent edition of the Illinois plumbing code as adopted in title 7, chapter 6 of the city code.
   (D)   Chapter 1, section 103.1 General, of the property maintenance code of the city of Dixon shall be amended to read as follows:
      103.1 General. The building and zoning department is hereby created and the executive official in charge thereof shall be known as the code official. The building official of the city shall be the "code official" as herein used.
   (E)   Chapter 1, section 103.5 Fees, of the property maintenance code of the city of Dixon is deleted in its entirety.
   (F)   Chapter 1, section 106.4 Violation Penalties, of the property maintenance code of the city of Dixon shall be amended to read as follows:
      106.4 Violation Penalties. Any person, firm or corporation who shall violate any provision of this code shall be guilty of a class B misdemeanor and upon conviction thereof, be subject to a fine of not less than $100.00 nor more than $750.00. Each day that a violation continues after due notice has been served shall be deemed a separate offense.
   (G)   Chapter 3, section 302.4 Weeds, of the property maintenance code of the city of Dixon shall be amended to read as follows:
      302.4 Weeds. Weeds shall be regulated as set forth in section 4-7-5 of the city code.
   (H)   Chapter 3, section 304.14 Insect Screens, of the property maintenance code of the city of Dixon shall be amended to read as follows:
      304.14 Insect Screens. During the period from April 1 to October 31, every door, window and other outside opening required for ventilation of habitable rooms, food preparation areas, food service areas or any areas where products to be included or utilized in food for human consumption are processed, manufactured, packaged or stored shall be supplied with approved tightly fitting screens of not less than 16 mesh per inch (16 mesh per 25 mm), and every screen door used for insect control shall have a self-closing device in good working condition.
   (I)   Chapter 6, section 602.2 Residential Occupancies, of the property maintenance code of the city of Dixon shall read as follows:
      602.2 Residential Occupancies. Dwellings shall be provided with heating facilities capable of maintaining a room temperature of 68°F (20°C) in all habitable rooms, bathrooms and toilet rooms based on the winter outdoor design temperature for the city (-4°F). Cooking appliances shall not be used to provide space heating to meet the requirements of this section.
      Exception: In areas where the average monthly temperature is above 30°F (-1°C) a minimum temperature of 65°F (18°C) shall be maintained.
   (J)   Chapter 6, section 602.3 Heat Supply, of the property maintenance code of the city of Dixon shall read as follows:
      602.3 Heat Supply. Every owner and operator of any building who rents, leases or lets one or more dwelling units or sleeping units on terms, either expressed or implied, to furnish heat to the occupants thereof shall supply heat during the period from September 1 to April 15 to maintain a room temperature of not less than 68°F (20°C) in all habitable rooms, bathrooms, and toilet rooms.
      Exceptions:
         1.   When the outdoor temperature is below the winter outdoor design temperature for the locality (-4°F), maintenance of the minimum room temperature shall not be required provided that the heating system is operating at its full design capacity.
         2.   In areas where the average monthly temperature is above 30°F (-1°C) a minimum temperature of 65°F (18°C) shall be maintained.
   (K)   Chapter 6, section 602.4 Occupiable Work Spaces, of the property maintenance code of the city of Dixon shall be amended to read as follows:
      602.4 Occupiable Work Spaces. Indoor occupiable work spaces shall be supplied with heat during the period from October 1 to April 15 to maintain a temperature of not less than 65°F (18°C) during the period the spaces are occupied.
      Exceptions:
         1.   Processing, storage and operation areas that require cooling or special temperature considerations.
         2.   Areas in which persons are primarily engaged in vigorous physical activities.
   (L)   Chapter 6, section 604.2 Service, of the property maintenance code of the city of Dixon shall be amended to read as follows:
      604.2 Service. The size and usage of appliances and equipment shall serve as a basis for determining the need for additional facilities in accordance with the national electric code (NFPA-70). Dwelling units shall be served by a three wire, 120/240 volt, single phase electrical service having a rating of not less than 100 amperes per dwelling unit.
   (M)   Chapter 8, Referenced Standards, of the property maintenance code of the city of Dixon shall be amended as follows:
      Delete IPC-06, international plumbing code and replace with "Most recent edition of the Illinois plumbing code."
