All licenses which may be issued under any provision of this code shall be subject to the regulations which may be in force at the time of the issuing thereof, or which may subsequently be established by the council. If any person so licensed shall violate any of the provisions thereof, he shall be liable to be proceeded against for any fine or penalty imposed thereby, and his license shall be subject to be revoked by the council, unless otherwise provided in this chapter.
