All applications for licenses shall be referred to the mayor, council or local liquor control commissioner for approval or disapproval where required by the provisions of this code. Upon the approval of the application for any license, where required, and the payment of the required license fee, the clerk shall issue a license. Where the approval of the mayor, council or local liquor commissioner is required, licenses shall be executed by the mayor in the name of the city and attested by the clerk under the corporate seal and shall state the name of the licensee, the time for which granted and any other information that may be required. Where such approval is not required, the clerk shall execute and issue licenses in the name of the city and under the corporate seal thereof, and each license shall state the name of the licensee, the time for which granted, and any other information that may be required.
