Any liable party may contest whether the amount of the fee imposed for specialized rescue services is reasonable by filing a written notice of appeal with the city manager not less than fourteen (14) business days after mailing of the invoice for the specialized rescue services fees. The written appeal shall specify why the fee is unreasonable in sufficient detail to explain the basis of the fees alleged unreasonableness. Within fourteen (14) calendar days of receipt of the notice of appeal, the city manager shall set an evidentiary hearing on the appeal. It shall be the appellant's burden to establish that all or part of the specialized rescue services fee is unreasonable.
