Any person making an excavation shall at all times and at his own expense preserve and protect from damage or injury all adjoining property by providing proper sheeting, bracing, shoring, and drainage. The person making the excavation shall be solely responsible for all damage to public or private property resulting from or occasioned by the excavation. On all excavations in any public place in the city the person making the excavation shall provide at his own expense such barriers, barricades, fences, lights, flares, torches, sign and warning devices as the building official shall require for safety and for convenience of any or all the general public.
